Public Policy: Civic Engagement

At Travelers, we believe that an informed and engaged citizenry strengthens both our democracy and our economy. Our civic engagement efforts reflect our commitment to empowering employees to participate meaningfully in their communities and to fostering public-private collaboration that builds more resilient communities nationwide. Through programs that provide nonpartisan civic education, resources and platforms for dialogue, we aim to create a lasting impact while serving as a model for corporate civic responsibility.

Citizen Travelers

Launched to empower employees as informed, active citizens, Citizen Travelers provides the resources, education and support our workforce needs to engage meaningfully in civic life – from understanding how government works to participating in local leadership. The initiative is grounded in the belief that when employees are equipped with civic knowledge and inspired to engage civically, they become more effective advocates for the issues they care about and more valuable contributors to their communities.

Citizen Travelers operates through four strategic priorities designed to remove barriers to civic participation:

  • Civic education. We partner with leading nonpartisan organizations to deliver accessible, high-quality educational programming on topics ranging from constitutional principles to the judicial system. In 2025, we hosted a monthly webinar series in collaboration with institutions such as Duke Law School and the National Constitution Center, attracting thousands of registrants and attendees. Our programming consistently earns exceptional ratings, with 98% of participants indicating they are extremely or very likely to attend another event and 94% rating the content as extremely or very valuable. Through these offerings, more than 150 employees earned Civics Break certifications from Duke Law School, demonstrating their completion of coursework and commitment to continual civic learning.
  • Resources and tools. Through our online community of hundreds of Travelers members, we provide employees with curated resources, discussion forums and opportunities to connect with colleagues who share their civic interests. We equip employees with practical tools to understand policy issues, evaluate candidate positions and engage constructively across differences.
  • Recognition and support. We celebrate employees who step forward to serve their communities in elected and appointed positions. In 2025, many Travelers employees were elected to office, including as town council members and board of education members. As of May 2026, more than 150 employees across the company hold civic leadership positions, serving as firefighters and other first responders, election officials, zoning commissioners and more, demonstrating the breadth of our workforce’s commitment to public service.
  • Partnerships. We collaborate with more than 20 local and national nonprofits to amplify our impact and provide employees with diverse opportunities for engagement. These partnerships have enabled us to offer unique experiences, including museum free admission days that welcomed thousands of attendees, as well as exclusive access to civic education resources and leadership development programs.

Throughout 2025, Citizen Travelers hosted numerous events designed to educate, inspire and activate employee civic participation. Highlights included a National Constitution Center town hall; civic education booths at major company events, including the Travelers Championship®; and volunteer opportunities. We also expanded our external engagement, participating in forums and panels with various organizations, including the Connecticut Democracy Center, Partnership for New York City and the U.S. Chamber of Commerce Foundation.

By investing in civic education and empowerment, Citizen Travelers not only strengthens our communities but also enriches our workplace culture, fostering employees who are more informed, engaged and capable of navigating complexity – skills that translate directly to their professional roles.

Public policy thought leadership & education

Through educational symposia, strategic coalitions, conferences, webinars, podcasts, publications and other activities, the Travelers Institute helps further dialogue on a variety of important public policy issues.

Participation in the political process

Given that Travelers operates in a highly regulated and competitive industry, it is important for the company to evaluate and appropriately engage in the public policymaking process at both the state and federal levels.
